The Ocean Pavilion returns to COP28 in Dubai, bringing together stakeholders from around the world to discuss the future of a safe and sustainable ocean economy.

The Ocean Pavilion

The Ocean Pavilion is back for a second year, returning to the UN Climate Conference to highlight the integral role of our ocean in climate mitigation. The conference is expected to host over 70,000 delegates, including heads of state and world leaders, to build consensus and facilitate progress on climate action among 197 countries, the EU and thousands of non-government organisations, companies, youth groups, and other stakeholders focused on efforts to achieve the goals laid out in the Paris Agreement.

Throughout the two-week conference, the Pavilion will feature more than 80 events, meetings, and in-depth discussions that elaborate on a set of conference themes, including Rising Seas, Climate & the Living Ocean, and Blue Economy & Finance. Visitors to the pavilion will also be able to learn more about the work of Ocean Pavilion partners and to speak with scientists, thought leaders and students engaged in the search for solutions to some of the world’s most pressing challenges.

This year, Lloyd’s Register Foundation is proud to be an official partner for the Ocean Pavilion, uniting world leaders in ocean science, engineering, and policy. We will be hosting a number of in-person events in partnership with the Ocean Pavilion, each serving to raise the profile of the ocean among members of the ocean and climate community. From discussions on ‘Financing the maritime sustainable transition in the Global South,’ to findings from our new Global Maritime Trends 2050 report, and an exclusive insight into our Ocean Stewardship Centres – each session will uniquely explore the biggest challenges facing our ocean.

As Lloyd’s Register Foundation gets ready to return to COP for another year, collaboration and community will remain at the forefront of our message. Our events at the Ocean Pavilion are not only an opportunity to highlight the critical role of the ocean in delivering climate action, but are a place where multiple stakeholders can unite in open dialogue, share knowledge, and collectively accelerate the change we need to secure a safe and sustainable ocean economy.

Dr Ruth Boumphrey, Chief Executive

The United Nations Framework Convention on Climate Change (UNFCCC) is the world's highest decision-making body on climate issues and its annual Conference of the Parties is one of the largest international meetings in the world. The meeting is the sole venue at which world leaders and climate experts from nearly 200 countries, as well as experts and leaders in industry, trade, transportation, finance, labour, and more convene on the shared mission of meeting the commitments made under the Paris Agreement.

The first-ever global stocktake is set to conclude this year, a comprehensive evaluation of progress against climate goals. It marks a crucial milestone as progress towards the Paris Agreement is reviewed and parties set a new course towards a global, net zero future. The UAE will lead a process for all parties to agree upon a clear roadmap to accelerate progress through a pragmatic global energy transition and a ‘leave no one behind approach to inclusive climate action.’

A focus for many partners this year will be on improving knowledge about the ocean and potential impact of continued climate chance. Ocean science will lead the way to ensure efficiency of solution being implemented are monitored, reported, and verified.

Improved knowledge about the ocean and increased capacity development will help address a much broader array of challenges faced by people around the world, including increasingly extreme weather, food security, energy production, water management, biodiversity loss and shifting biomass, and sustainable growth. Partners in the Ocean Pavilion, including Lloyd’s Register Foundation, are carrying the critical message of the ocean’s importance in all human activity and in the safety of the planet.
