After the storm: How disasters reshape resilience and trust

Hazards turn into disasters when those impacted are faced with a shock they can't absorb, and people judge their systems of warning, response and recovery by what has happened before.

This report uses World Risk Poll Resilience Index data from 2021, 2023 and 2025 to examine the effect of disasters on different aspects of resilience. It asks what a disaster does to the perceptions of people it impacts, using regional data in places specific disasters have struck. Seven case studies in different countries around the world are investigated, with commonalities and differences in their resilience effects explored.

The case studies

The impact of disasters in seven case study countries between the 2021 and 2023 editions of the Poll have been examined, with the research following each at the sub-national level. These are:

  • earthquakes in Morocco, Türkiye and Ecuador in 2023;
  • cyclones in Mozambique and New Zealand in 2023;
  • floods in Pakistan and South Africa in 2022.

The regions each struck are compared with the rest of their respective countries on the Resilience Index, its four dimensions and four questions on trust, care and agency. A number of the case studies are then followed through to the 2025 Poll data, to see which effects endure and which dissipate.
